You didn't say what type of mail system you have, but if you use Exchange, Hosted Exchange, or Office 365 subscriptions with hosted exchange plans, you could do this with a simple shared mailbox. Just set it up in the admin and configure the permissions so everyone can use it, and if someone is highlighting the inbox of the shared mailbox in their outlook folder tree, the reply address will be the email address of the shared mailbox, i.e. you would use the [email protected] address for the shared mailbox. This only works for PC versions of Outlook. Mac versions do not presently display shared mailboxes in their folder tree. If you use Macs you would have to resort to an actual mailbox account instead of just a shared mailbox.
Unfortunately, most users are probably not going to realize that they need to be highlighting the shared mailbox inbox folder when they write their message, unless you train and retrain, so they would probably wind up writing it from their own account by accident.
For this reason, I would suggest simply setting up a form based email on a web server that would accomplish this. The form would not collect the sender's email address, but when they click Submit it would send the message to [email protected]. If you have access to Sharepoint this would be very easy to set up. You can also do it with many other types of web sites such as wordpress, etc.

Microsoft Outlook makes it quick and simple to blast out an email to as many recipients as you wish, but sometimes, you don’t want to share all the details with everyone. BCC So They Don’t See
Launch Outlook and click the “New Email” button on the ribbon. By default, the blind copy option is not set on the Outlook email screen. Click the “Options” tab. Click the “Bcc” button on the tab’s ribbon, which adds the “Bcc” button onto the email window.

Click the “Bcc” button, which opens your list of contacts, then click each name you want added to the distribution list. Make sure the names are placed in the “Bcc” field and not the “To” field. When satisfied, click “OK,” which returns you to your email with all of the distribution list names in the “Bcc” field. Add a subject line and text as desired, then send the email.
